How the state can afford pension and healthcare costs for ageing populations, and who should carry the burden has become a central question. Thus far, focus has been on public transfers while neglecting private transfers within families. There is a tendency of considering impacts of ageing in terms of pensions, rather than health care. A gender approach shows to be fruitful in the analysis of the costs and benefits of intergenerational transfers.
