Patricia Mindus is Professor in Practical Philosophy at Uppsala University. Her research mainly focuses on legal and political theory. Her signature contributions include the functionalist theory of citizenship and the theory of migration as an institutional fact.
Rebecca Stern is Professor of Public International Law at Uppsala University. Her research focuses on migration, particularly asylum, human rights, and the relationship between international and national law.

Abstract
In Sweden and other countries, a clear trend in migration law in recent years has been a shift from permanent towards temporary: time-limited residence permits, revocation of refugee status, higher thresholds for citizenship. This can beseen as a shift in the perception of legal status, as stability and long-term perspectives have long been the basis for, among other things, citizenship and residence permits.
During this research seminar, Patricia Mindus and Rebecca Stern present the project Status and Stability: An examination of the importance of time in Swedish asylum and citizenship legislation. They explore how time is used as a tool to regulate migration and what consequences this has for legal predictability and stability. Through a combination of legal theory, national and international migration law, and citizenship studies, the research examines the impact of these temporal changes on individuals’ rights and obligations. It also introduces the concept of “legal time” to better understand how time operates within the legal system.
The research does not only shed light on recent developments in Swedish migration law but also offer insights that are relevant beyond national borders. In anera of rapid policy shifts, understanding the role of time in migration law is crucial.
